Will any countries boycott the Olympics?

With the developing situation in Tibet and ongoing concerns in some quarters about China’s human rights record is there a chance any country will decide to boycott the Olympics?

For the purposes of this market the government or the governing body for sport in a country must instruct their athletes not to participate in the games prior to the commencement of the opening ceremony.
