Will Howard be considered the winner for this market if, albeit it incredibly unlikely, he calls the election for the latest possible date (9th Jan)?
The question is who will be the Prime Minister on the 31st of December. As I understand the convention, Mr Howard will still be fulfilling the role of Prime Minister once the writs have been issued. So, if writs have been issued but an election not held at that date, Mr Howard will be deemed to be PM.

At a yet to be announced date in 2007 there will be a Federal Election in Australia. There may or may not be a change of government. There may or may not be a change of Prime Minister. So, who will hold the office at the end of the year?
