The text of the Lisbon Treaty, also known as the Reform Treaty, has been agreed by the leaders of the EU’s 27 Member States. However, it must pass the same process of endorsement at national level that foiled the EU Constitution and began the “period of reflection” that preceded this treaty. So the question is, will European voters, in Member States where they get the chance, endorse the new Treaty?
